Fraudsters send fake “you are owed a council tax refund” emails and texts, fake band-reduction offers, and fake arrears demands — all built to capture your bank details or an up-front “fee”. This guide covers the current variants and how genuine councils actually contact you.

Three patterns account for most council tax scams. The wording changes; the shape does not.
1. The refund or rebate email
“Our records show you have overpaid council tax. You are due a refund of £185.40. Confirm your details to claim: [link]”
The link leads to a page that harvests your bank and card details. Genuine refunds are arranged directly with your council — never claimed through an emailed link.
2. The band-reduction offer
“Your property may be in the wrong council tax band. Our service can reduce your bill — pay a small assessment fee to begin.”
You can challenge your council tax band yourself, for free, through the Valuation Office Agency on gov.uk. Anyone charging a “fee” to do it is selling you something you can do for nothing — and some are outright scams.
3. The arrears or bailiff threat
“You have unpaid council tax. A bailiff visit has been scheduled. Pay immediately to stop enforcement: [link]”
Genuine council tax arrears follow a formal written process from your council, not a sudden email demand with a payment link.
The defence is the same for all three: never act on the email. Contact your council directly using the details on a real council document or on gov.uk to check whether anything is genuinely owed or owed to you.
